Heres the rundown. The ECU has to have the Vehicle speed signal(VSS) to activate vtec.
The cable driven speedo's like our stock crx's have an amplifier in the actual cluster that is driven by the cable which then creates the speed signal pulse and sends it to the ECU through the Yel/red wire into pin B16 in the ECU.
The electronic speedos from 92 and up civics and 94 and up integras have the amplifier attached directly onto the speedo gear that is in the tranny. This is what creates the signal pulse and sends the signal to the cluster and the ECU.
This is a pic of a speedo gear from a 99 integra. The black part is the amplifier that creates the signal which send it to the ECU and cluster.
