Default H22 into 98 CX Hatch

what times could you see with I/H/E with a H22 into a CX hatch, full interior. No PS/AC/PW/PLocks?

if the Hatch is Slicked down i seen similar set-ups run mid to Low 13's .. assuming there is a good or average driver behind the wheel
