well you can just unplug the wire and they will run open all the time. or you can pysically remove the butterfly plate from the mani.

go to http://www.hondaautomotiveparts.com and look for the exploded view of the intake mani and you will get the idea

I did this already and I'm going with a p28. I haven't installed the ecu yet, but I've already taken out the IAB butterflies. Car still runs fine while NA. Anyway, it's pretty easy. There are two different ways you can go about this. Either take out the entire plate as in this link:
http://www.h22a.org/phpBB2/vie...#1905
or you can do what I did and just unscrew the 2 screws holding in each butterfly. I just unscrewed them cuz if you take out the entire plate, you'll need some washers to compensate for the loss in height of the intake manifold.

When you take out the plate, it's pretty easy, there are only about 4 or 5 nuts and bolts holding it on and the gasket may be a bit binding. Also, you may have to disconnect some vaccum lines and the throttle cable. I didn't even have to pull the top of the intake completely off to get that plate out. Hope this helps man.
by the way, what setup are you gonna be running?
