can i swap my p2e with a p28??

Default can i swap my p2e with a p28??

alright, long story short, i'm doing auto to manual. i need a new ecu... i'm having a hell of a time trying to find a 99-00 p2e manual ecu... so, since i need to replace my ecu anyway, can i just go OBDI p28?? if so, is it as simple as buying the ecu and the harness, or will i need to replace other things??

btw, i have a 2000 lx civic... d16y7 p2e ecu non-vtec motor.
