The sole purpose is to allow removal of the steering wheel so you can get in and out of the car easier and quicker. It also brings the steering wheel about 2" closer to the driver.

I bought it and discovered that with my new door bar design (Mark Stewart's "Scott has Herniated Disks" special) and seat positioning I don't need it. I can get in and out with the steering wheel in place with no problem.

But if you have high door bars, like to sit close to the wheel, or need the wheel a little closer to you... This is the answer.
I had to have one with the door bars in my old Integra or it was almost impossible to get in and out of the car. Not a great situation if you happen to be on fire.
