Replacement wastegates are available, call Greddy and ask them. Your problem was the same as mine when I was trying to complete a friend's incomplete used Greddy kit - there's not a Greddy dealer who isn't a lazy ********, and none of them want the hassle of picking up a phone and getting the part shipped to you.
You can run the wastegate actuator off a Dodge 2.2 or 2.5 (?) turbo automatic, they came equipped with a TE04H very similar to the TD04H used in the Greddy kit. Those actuators are a dime a dozen from one of the mini-mopar guys, as those turbos get ditched pretty quick for larger T3 based units.
Oh yeah, it will set your boost at around 7-8 psig. :>

Funny, http://www.thedodgegarage.com/ has all sorts of used parts listed for sale, FAQs letting you know which models came equipped with TE04H's, and while they're not going to list worthless (to them) TE04H accessories, you can bet if you contacted Relentless Racing or one of the people in their links you can find what you are looking for pretty cheaply.

what about the new 19t? i was told it was bigger? or is the housing the same size and the comp wheel bigger?
also what would need to be done to run a 16g/big16g on the greddy manifold? would gringing down the block fix the clearence issues?
thanks
