Is it safe to HPDE a car with a full cage, stock seats, and stock belts?

I don't think so. Just as long as wherever your helmet could possibly strike the cage it is well padded.

The unreasonably risk is actually when you are street driving without a helmet. The cage can do a good job at cracking your skull open.

pad the cage around the driver AND instructor and you will be ok , harnesses would be nice though.

I wont get into a car without padding on the passenger side , some people totally overlook that.
