I have 1994 EG4 Civic Hatchback, D15B2 90HP engine, and have about $1500-$2000 to spend on tuning. What should i buy/replace first?

hmmm, you could go for intake/exaust/header.
or you could do a swap.

 

I would do a motor swap. Don't waste your time and money on building that motor

 

Boost it... Or suspension!
