Not an answer to your exact question but a cheaper alternative...
Go to U-Haul and pick out a box. They are strong and cheap.
Go to Home Depot and buy a sheet of the insulation that is used in walls. It is about 1" thick pink foam, very strong and light.
When taping the box together, use a lot of tape on the bottom as it must support the weight of the block.
Cut out pieces of the insulation to line the box. Set the block inside the box. Cut out additional pieces of insulation to wedge in the appropriate spots around the block so as to stop the block from moving around. Finish sealing the box. Seal the top strongly in case the box is shipped up side down.
Do not use foam peanuts or confetti. It does not work well and makes a mess.
I think FedEx seems to be the best way to ship heavy boxes.

on the fedex website they say 80lbs is the max weight amount, but ups is around 120

earl has a good idea, you could also go to target and get a tuperware box to ship it in plus add the insulation

Tupper ware parties own all

fedex is 80 max
ups is 150 max

Your all wrong.
FedEx ground home delivery is 70lbs max. Cost from SoCal to NorCal is around $18.00 for a 20x20x20 70lb box.
FedEx ground business delivery is 150lbs max. Cost from SoCal to NorCal is around $67.00 for a 20x20x20 150lb box shipped to a business.

If shipping to a residence I would suggest shipping the block FedEx ground home delivery in 2 box's. It should be around $30 total if that.
If the short block is more then 75lbs, remove all the easy items to pull and put them into a second box to bring the weight down. Shipping FedEx ground with 2 box's is still WAY cheeper then UPS (Around $30 FedEx vs. $50 UPS) . UPS is the worst way to send packages, FedEx is normally always cheeper. Or if you can, ship the block to a business so that you can keep the block in 1 box with a 150lb limit.

why "out the boat?"

If for some reason you don't want to use FedEx I would suggest shipping checking out Greyhound. I've heard that you can ship items on the buss for almost nothing. The only down side is that the person you send the package to has to pick it up at the Greyhound station.
Another idea is to check with local SoCal shops like VIS, etc... and see who they use since they ship all the time for cheep.

then either FedEx freight ship the block which will be $$$$, or do as I said and remove some parts from the block and put those parts into another box to lower the weight of the block.

Con-Way is the one shipping company i can think of.. but you might have to have an account to ship with them. you need to find a local company that does short distance routes: Oak Harbor might have one down there. put it on a pallet and you can ship it for around $40-$70 using one of those

cheapest freight ive come across is roadway.. they have different costs and if its not a rush like you can wait a week or so. they have lower rates.
just package it yourself.. go steal a pallet from the back of a grocery store and bolt the block to it so it wont move off the pallet.. go buy some plastic wrap and wrap it all up nice and tight.
