fuel pressure regulator adjustment problem

Default fuel pressure regulator adjustment problem

I have the following setup on my car. 95 civic ex with B18C1. Walboro 255 fuel pump, B&M fuel gauge and fuel pressure regulator and Kenji P28. I just put on the fpr and there are no signs of physical leak anywhere. I have the fpr turned all the way counterclockwise but the gauge is still reading about 45psi. Even after I plug in the vacuum line, it still reads about 45psi. Before I started to adjust the fpr it was at 50 psi so I was able to turn it down but, I'm trying to get it under 40psi and its turned down to the max. What do you guys suppose the problem is?
