there is a OBD1 PR3, but they are quite rare, and i doubt that there are any chips for that ECU, so i bet its OBD0

OBD-0 PR3 and OBD-1 PR3 ECUs both have Spoon programs availble for them (I know... I have both and both ECUs at the shop). The Spoon program on the OBD-0 PR3 is rather weak, IMO. Has basically the same as stock settings (5000 VTEC) with a slightly higher rev limit and no speed limiter.... nothing more special after that, and that is an original Spoon ECU program, and my experience with it behind the wheel (to others, it might feel great).

If you're going to run CTR pistons and that high of compression, I'd recommend upgrading & converting to OBD-1... runs much better (we just upgraded on a customer's 90 Integra with CTR pistons in his LS/VTEC... pretty noticable difference and no more pinging).
