I don't know much about either, but I believe the ATR was a european only model and has a much different body & interior than the US version.
The Euro R is similar to the 6th gen as far as I can tell.

the ATR has a 2.0L DOHC vtec motor, it was cut back to 2.0 for the BTCC class's. i'm sure body panels and other visual things would fit, but as far as motor stuff goes, not a chance.
Don't know about the bodyparts-exchangebality between US and European models but they seem totally different. The engine is a H22A7 which received some tuning at the factory so it has a higher power-output (212hp at the crank) than the Prelude versions. It looks like a lot of parts in the engine bay are similar with "cheaper" versions. For example: it came as a surprise that the air filter was identical of the1.8 LSi version (different airbox though) I have an ATR as a private car and drive the 1.8LSi for business so I can compare.

Erhm, is there an USA ATR then? 
As for as I know, there's only an European ATR.
