Default Smog check time, need help!

My buddy has a 97 EK with a JDM ITR B18C in it and he also has the OBDII -> OBDI conversion.

We took it to a shop to try to get it to pass smog but the dude said the wiring was done incorrectly and the smog computer can't get the RPM reading from the ECU.

What else can be done for his car to pass smog? Do we have to put a stock ECU back in there or what? His registration is due soon so if anyone has any information please feel free to share it, thanks in advance!

New OBDII testing plugs into the data-link connector under the dash, it tells the smog computer whether or not the CEL is on. If it's on, you fail, if its supposed to be on but you took the light bulb out, you fail. If it's not supposed to be on, you pass, that's it. With OBD1 conversion, the OBD2 data link doesn't work. When the computer is plugged into the data link, it will say "No communication", then it will proceed to ASM 2525 Test (25mph dyno test) or TSI test (Two speed idle). If your county has dyno testing for emissions, then tell the shop tech that he can run a dyno test without RPM. If your county doesn't use a dyno, then you have to run OBDII again.

Tips of cheating OBDII data link:

If you have the CEL on for a bad sensor and the car can run ok with the sensor off; unplug sensor, wire in a variable resistor, drive with resistor wired in for 2-3 days under hard driving conditions, then do smog test.
