Default my civic has me stumped. wont start

i ahve an obd1 civic witha mini me. z6 head an distro with a p28 ecu. just put a si tranny, new clutch and flywheel in the car about a week ago. i was driving today and hammered the throttle in 1st gear to merge into traffic. around 5k the car just shut off and the cel came on. i let it coast to a stop and thought it was a routine "loose connection." i went to check the codes and when i grounded the check engine light wire the cel stayed on. the fuel pump wouldnt prime no matter how many times i reset the ecu. i got couldnt check the car for fuel or spark and got it towed to my house. my ecu had been having some trouble. the car sometimes would not start but reseting the ecu would solve the problem. i thought it could be the main relay but it is not throwing a code 16.

now my question is, is this a fried ecu?

Usually if the LED on the ECU stays lit then yeah it means a fried ECU.

Wow! That could be a ton of things.... when you reset the computer and try to restart the car, what happens? Does the CEL come on and stay on? Or does it turn off, and turn back on while cranking? Does it read a different code?

the key thing is that i CANNOT pull codes. the way an obd1 ecu works is that you ground the check engine wire and the check engine light blinks the code. my check engine light does not blink when i ground the wire it simply stays on. when i reset the computed it stays on as soon as i put the key to 2. without even cranking. it doesnt show any codes except for stayin on all the time. im getting a new ECU but just want to be sure because p28s are pretty expensive and i dont want to waste my money.
