b16a messes up in rain and snow

i have a b16a in a 93 civic bubble and when i either hit a puddle or in the now my car starts to bog out. it wont turn off but it feels like its about to. it wont do it of gear but when in gear. please help

probly sucking in water if you have a cold air intake.

i dont have a cold air intake i just have a short intake

You might have moisture in your distributor.
