He can end the auction on it before it ends, or he can demand payment for the item. It is a physical item and does not violate the Ebay TOS.

If the buyer doesn't pay, they'll get banned from ebay, and the seller doesn't pay anything.

Below are pictures of it on a B16 installed in a 1991 Honda CRX and on a 4g63t in a 1995 Eclipse GSX. Both are now capable of pulling high 14 second quarter mile times thanks to the new JDM Performance Rock. The "performance" increases are incredible, you'll swear that your car is an INSANE HONDA HANDLING MACHINE. This thing holds a skidpad at around 0.25g... it is remarkable. To increase it though at any time you can just put some double sided tape on it or something... Anyway, the quarter mile time on this puppy can be redonkulessly rediculous. If fired out of the right cannon, it is predicted that it can pull under a 0.17 quarter mile!!! OMG!
