Holley 512-506 FPR install??

Holley 512-506 FPR install??
I just picked up a new Holley 512-506 adjustable fuel pressure regulator from Summit, and am having a weird problem installing it. When I try to bolt it into place it hits the throttle cable mechanism on the throttle body because the new FPR is so deep. My intake manifold, TB, and fuel rail are all stock, has anyone else had this issue?
Summit's website states that the FPR is for a 92-97 Civic, while Holley's site claims 89-00 applications. I have a 98 D16Y8, so I am bafffled as to why this won't fit.
