Default Idle had gone wacko 1k to 1.5k jumping.

My rpms are jumping from 1k to 1.5k. I just put in a altenator power pulley could it be doing this cause the belt may be to tight. I also took out my power steering. I was also looking at it when it was running. I was wondering if it was normal for the idle valve and the other valve on the throttle and intake manifold to get hotter then everything else was. What trouble shooting could i do to fix this.
