REALLY high idle speed...1988 Accord Lx

fan. I'm having problems with my '88 Accord Lx (carb.) idleing really high...like 3000 rpm even after it has got to operating temp.
But if I shut the car off, restart it, the problem mends itself..sometimes. What could the problem be? By the way...I can't even shut it off it idles so high...the motor just diesels...I have to put it in gear to slow the motor down enough to shut it off. And, to top it all off I have a really bad oil leak in the front of the car. Right close to the radiator???? <U>HELP!!!</U>
