Is the temp gauge showing normal, or is it reading cold as well? How long does it take the car to warm up temp gauge wise?
After your temp gauge reads above the cold mark, the air coming out of the heater should start to get warm. If the temp gauge doesn't move from cold, then your thermostat could be stuck open.
Check your coolant level, low coolant could cause a problem as well.

Could be air bubbles in the cooling system, they like to hang out in the heater core.
But the cable going from the temperature control down to the actual valve might be broken or disconnected. What year? 3rd-gen has the heater valve on the firewall kinda below the fuel filter. Have someone move the temperature control while you watch to see if the valve moves. There's also a lever & cable connections in the passenger footwell - way forward & under the console.
