my eg lights... whats wrong...?

regards my 93 hatch. ok, my headlights work and brake lights work, but my cluster and back lights won't turn on. they will turn on after a few seconds or minutes of driving. its not the fuses because i checked them, and they were fine. i'm guessing its loose wiring..? what do you guys think is the problem?

does your parking lights turn on with the head lights?
