What class is he in?
The reason I ask is because there is a 280Z running in FP with an aftermarket header and 2.5" straight piping the rest of the way back.
If this is illegal, I will protest him to save all of our ears.

Its legal under the rules. Even stock classes dont require a muffler.
Now if your club or region or the site specifies a certain sound level, then he has to comply.

Not really. The SCCA does not specify a db limit. I've seen stock cars with complete straight pipes on them at nationals that were well over 100db. Ever hear an S2K unmuffled...
But for locals, if you are around housing, it's best to run some kind of muffler so you don't lose your local lot.

Please reference that section of the rulebook....
If your club/region/etc has specified a "quiet" rule for all cars.... then all cars must meet it. Hell, i'd encourage it. Nothing like bleeding ears on sunday mornings.

The quiet exhaust rule is meant to be entirely arbitrary and subjective. What may be OK at an abandoned air base out in the middle of bumf*wk could be way too loud at a parking lot in the middle of a college campus.
That said, my EP car's system is a DC header going into a 2.5" pipe routed the same as the stock system, muffled by one of the smaller Flowmasters made. A little heavy with all that pipe, but it sounds cool, has some back pressure to help on bottom end torque, and no one has ever told me it was too loud.
