Horn relay..... help

Horn relay..... help
i am having a pain in the *** time of trying to remove the horn relay under the dash. has anyone done it before? i can only seem to get 2 fingers in there and thats not enough stregth to pull this bastard out.
also, would a dead relay cause the fuse to blow under the hood?
