Default Brake Fluid Cap?

There are 2 wires that come out from under the brake fluid cap and the wire that is green and has a red stripe on it was disconnected. I noticed it today while looking under the hood and I don't remember it not being connected. I reconnected the green wire with the red stripe and looked for indicator lights on the dash and found none. My question is what are those wires for? Should they both be connected? Are they just float sensors to tell you the brake fluid is low?
I appreciate all your help.
