why do road race cars have the tape on the headlights?
Cuz since day one the sanctioning body has told me so! 
I am not sure, but I think it has to do with keeping glass of the track if it shatters.
Anyone else?

Wrong. The tape is not going to keep your lights from getting broken. What the tape will do is keep the glass from littering the track so that someone else could cut a tire.

last event, I think i scared a mustang into taking a desert exit, in which, he kicked some rocks up onto the track as well as in my general direction.
I had the headlamps taped... however, I didn't have my bumper lens taped.
needless to say, a rock found it's destination and struck one of the lens and broke it. granted, it's plastic, it can still cut a tyre...

So, along that vein, if you tape up your windshield too, that would keep it from getting glass on the track in the event of an impact, right?

I've actually found that at PCA and BMW events, the tape on the headlight gets respect. "Whoa!!! That thing has taped up headlights. It *must* be a racecar. I better let him pass....."

Seriously, the taped up lights do help with the BMW and Porsche crew. I learned this years ago. Flashing your lights pisses them off... A black car with blacked out lights makes them move over and point vigorously.
I explained this to Karl one time and he thought I was kidding, until he saw it in action

Years ago, yes.
For me it took:
Taped headlights
Flashing high-beams, AND
honking the horn
this while driving the section from Rollercoaster through Hogpen one handed to get a freakin passing signal from an E46 M3.
