It is a bar (made in to a circle) that going around the axles. If the axles break, the shield catches them and prevents a big accident. It is like a driveshaft loop. You do not need it if you are not running in the 11s (11.99 or quicker if I remember correctly).

You need a cage if you're running 11.99 or quicker (I know because I've been booted off of a couple of tracks with my old turbo B20 setup and H22A setup w/100 shot of NOS ), and you need a scatter shield when you're running 11.49 and quicker.

I thought a scatter shield was to contain an exploding/disintegrating flywheel.

scatter shield is for the clutch/flywheel

And...unless your running near 10's which you won't you don't need one.

correct and driveshaft loops are for catching stray driveshafts, but only because they could flop around and come into the passenger cabin on dinosaur V8s.
