2500 to 3k in hand to rebuild GSR help?

sup fellas I needs advice on how to spend 2500 to 3000 dlls on parts to rebuild my friends gsr we want the most hp possible and reliability. we cant have boost cuz it is too TOO hot here in the summer and we dont NOS since we want reliability I know it is not a lot but if any one got ideas or seen some thing work out let me know car has all bolt ons 2.5 inch piping (no cat)

Keep it mild on your first build.
I would spend the money on good head work, fairly mild cams/valvetrain, Hondata or AEM EMS, and tuning. That's probably more than your budget already.
Find a tuner that's comfortable and capable of tuning whatever system you choose, even if you decide to stick with using the VAFC.
