help me with whistling sound--please!!

I have a whistling sound that happens at partial throttle in all gears as i accelerate. I can squelch it by pushing down harder on the throttle. I get pretty smooth acceleration at all rpm ranges but if I go wide open i sort of get a point of diminishing returns in power if I am in too high a gear (i suppose thats normal). I don't think its a vacuum leak, my idle is fairly rock solid and I don't hear the whistle if I hit the throttle at a standstill in neutral.
My setup is a 95 GSR with a skunk2 manifold, AEM fuel rail and B&M fuel regulator set at 38psi (vacuum on) at idle. I have the solenoid for the EVAP purge control zip tied to the firewall (I wonder if that can whistle).
Any great ideas???

no CAI just the intake tube and filter sitting freely in the engine compartment without the resonator or filter box. I'm going turbo so held off on changing the intake.
that sound is normal if you have an aftermarket intake. and what you did to your intake is the cause for that sound.
