JDM swap legal in cali?

yes, as long as u have a US ECU that matches the engine so for a B16, use a Del Sol VTEC P30 ECU. make sure u have a stock cat. change your oil before u go to the ref.
it is possible as long as it's not a truck engine (crv b20), and you use the correct smog devices. that includes ecu, intake manifold, intake, header and cat. try a search the archives in the civc forum, they have lots of information on this, and several have done it.

yeah I was a dumbass and tried to smog my lsvtec teg. The co2 legal level was about 856 and the car put out about 3572. I was told that is mainly because of the fact that there is too much compression. I have reprogrammed ecu and burning extra gas doesn't help either.

Correct, as it's already been done numerous times with lots of different motors (from 1st gen B16A swaps in a CRX to a JDM H22A swap in an EG Civic). But like I always say, it's also going to depend on YOUR smog tech and how he's feeling that day and whether or not he wants to pass you or not.

I might want to do a jdm b18c or c5 into my hatch... my bro has a usdm 95 gsr. So all I need to do is swap in his parts into my car and i'll pass state ref???

Yep that's correct, most emission techs are moody. If they feel like they want to do it they will do it for you but most likely it's going to be an under-the-table deal. The only problem is that most of the refs will pass the inspection test for you but when it gets on the emissions dyno, your motor better pass. I have an LS/VTEC set up fully built from the ground up and I just got my smog done a lil while ago. I was very close to failing the emissions test but it was surprising to see that it passed. Now it's pretty hard to find a tech that will take your paperwork and use another vehicle to smog unless you know the guy personally. But your best bet is to go around and ask, I'm sure there's someone that will do it for you if you show them some green.
If they are those people that make you run your car on the dyno as I did, make sure you have a clean working O2 sensor and pop on a really restrictive cat on your car. It could mean passing or failing from my experience. Good luck though
