Well I've raced a year in novice class on my 205/45/16 Kumho 712s.... now after running in a few autocrosses and winning my class in the last event, I'm looking to get race tires for next season, as I will be in SM because of my cams and other stuff.
Keep in mind that A) I need these to last a long time and B) living in Seattle, about half of our runs are damp/wet. I'm going to buy some 15" x 7" Rota Slipstreams when I get enough money, but I need help on which tires to get. I was thinking about the Ecsta V700's (not Victoracers) because they're cheap, last a while (from what I've heard) and grip well in the wet. But I heard the Toyo RA1's and Yoko A032R's are good to learn on.... Which would be best??
Also, should I get these shaved and/or heat-cycled? If I don't get them heat-cycled then how should I break them in?

How long is a long time? Anything if a tread rating of 50 or less isn't going to last that long.
The search function should turn up more than you care to read about shaving, heat-cycling, and break-in.

Depending on how many events you do, a set of shaved/heatcycled V700's should make it through a season of local stuff. Otherwise, AO32's seems to work well in the wet and don't require shaving. You can also drive to the events on the AO32's.
