i wish i had some pics to show how i did it but i'll try to explain anyway...
i used these square tab-like brackets. these brackets have a hole that a screw/bolt threads through. It's like a paper-clip design, you cut out a piece of the bumper (in the shape of an old fashioned key-hole) in the bumper and slide the bracket on. the bracket clamps the bumer and having cut out the bumper where the hole for the screw/bolt is. then drill a hole in the lip to line up, use a washer and put the screw/bolt through the lip and threaded into the bracket.
thats the best i cant do in explaining it, i got them from a local race shop.

yah sorry, figured it was worth a try. just think of a paper clip around paper, with the paper cut out where the center of the clip is. only thing is in the middle of the clip is a hole threaded for a bolt.
