Sounds like it has an alarm installed. The siren may be removed, but it preventing you from starting the car. The only thing I could suggest is taking it to a local car-audio shop, unless you have a friend that has installed an alarm before.
Thanks for replying guys - I can't take it to a shop cause it won't start! Is there anything maybe with the fuses that will by pass whatever is happening? Will any repair manuals have something on this? OR I'm thinking maybe I can call an alarm shop?
Some alarms will let u start the car after u take the fuse out, so check your battery, and see if there's any fuses attached to it. Some alarms like clifford will still stay armed after u take out the fuse though. If ur kinda handy, u may be able to connect the starter wire yourselft, which is normally the wire that is cut for an alarm.
If it's an aftermarket, you might have to find the starter kill relay and remove it from the starter line, then connect the starter line back together.

Thank you guys for taking the time to help. I'll (ask husband to) check out your ideas as the alarm shop is booked solid with remote installations for winter. Thanks again
Hey guys, can a carpenter and a girl find the starter wire and/or the kill relay with a honda book from the parts store- and then reconnect the starter wire? Does it take special tools etc. Should we try it ? Hubby's very handy but the electronic stuff is ???
... Please advise!

the starter wire is easy to find... if it's a factory, then it's gonna be a major PITA in my mind. Aftermarket, it will be easy. When you install the starter kill you just cut the start wire, and wire a relay inline. All you'd have to do is find the relay, cut it out, and hook the starter wire back together.
I forget now... dang it.. but IIRC the starter wire is the black w/yellow? or is that ignition... argh. Anyhow you'll see the wires comming down from the steering column in a big bundle and, if it's an aftermarket, you'll see where someone cut the wire and added the relay in.
