Default car only goes to redline at night on the interstate

I can not rev past 6200 unless im on the interstate at night with the heat on. During the day ive never been able to get it past 6200 no matter what i try. I have plenty of coolent and replaced the thermosat but still same problem. My temp gauge sits just below the half way mark. I was told that if the car does not warm up past 190 it wont rev past 6200, but with the heat on it should run cooler yet it works when the heat is on at night but it does not during the day. Outside temp during the day is 75 at night about 55. I have taken it to a honda/acura only shop and they dont have a clue. Thank you for reading any help is appreciated.

car is a 95 ex with a greddy turbo kit

im using the fcu which comes with the 92-95 greddy turbo kit, no check engine light, a missing link is not needed when using the fcu i think it hides the boost from the ecu.
