i have a 1988 civic with a b16a engine. the problem is that it idles at 3000 rpm all the time.................help me please

 

Same happened to my engine when i had it swapped, my HICV's (high idle control vavle?) internals were all loose and air was just blowing through it. It is supposed to let a small amount of air through when engine is cold till it gets warm...then when engine is hot it closes up and car drops to 7-800rpm's. It's somewhere around the TB and has coolant running to it. Maybe i'm wrong but that sounds like what what was happening to me.

 

also make sure all your vac lines are hooked up correctly and check out your throttle body gasket maybe need to replace that and last but not least make sure your throttle cable isnt too tight..hehe
