That's the Tony Montana money clip...on the back it says "The World Is Yours." The book you were referring to is actually a set of 8 lobby cards. Below is a pic I found off of ebay featuring all 8 lobby cards. As for why it's "special," it comes with the extra Scarface collectibles.
