EF9 tailights interchangeable?
Did a search, couldn't find anything. Im getting a 89 hb, but I don't like those tailights. Instead, i'm planning to swap them out to 90-91 tailights. I was wondering if there is a problem switching them out (wiring/fitment wise) Any info is greatly appreciated.

For what I know there is no problems with putting 90-91 taillights on a 89
Now if u get the JDM tail lights u will need an extra light bulb because the JDM ones have 2 brake lights instead of 1 like the USDM tail lights do.

just the bulb or an additional socket? 2 filament or single?

You have to shave part of the frame too to make a 90-91 jdm tail lights fit on a 88-89 car. Basically, you're shaving it to make room for the second set of bulbs. I simply used a cutter and a pair of pliers and bent the frame a bit.
The 90-91 USDM lights will bolt DIRECTLY onto an 88-89 with no modifications whatsoever. However, the 90-91 lights use two bulbs for tail/brake lights whereas the 88-89 uses only one. You have a couple of options. You can 1)just use the one bulb setup present on your car now and put it into one of the holes in the rear of the light assembly (won't be quite as bright as a true 90-91, but looks just fine) and if you do this you might want to plug the other hole to prevent condensation from entering the lens. 2)disconnect each taillights' wiring harness at the plug (inside the interior plastics in the rear near where the rear speaker wires are) and plug in the two bulb harness from a 90-91. Other than the differences in one using two bulbs and the other using one, there is no difference. If you choose to change the harness and use the two bulb per light setup you will need to slightly modify (cut) into the metal behind the lights to make room for the second light. (Or you may find a way to make it fit with no modifications to the metal. I had a friend that did it with no mods but I don't remember how.) The cutting is very minimal and can be accomplised with standard tools laying around the house.
As for the JDM/EDM EF9 taillights, they are identical to the USDM ones mounting wise. THey have one difference on the outside and that is that they have no red parking light on the corners, but instead the amber turn signal spans all the way to the end of the light. Many like this look just because it is JDM (which is so stupid to like something just because it is from another area. [The grass is greener on the other side. We all want what we don't have.]) However at least in my state, Texas, it is a requirement to have that corner parking light on your vehicle and it will not pass inspection if you don't have one. Check all your local laws/oridances before installation of anything not designed for US laws and regulations, i.e. JDM/EDM parts that were unavailable in the US or different from the USDM counterparts.
