Default 1988 prelude

My main ride is a 2000 civic d16y8 that I plan on building up with a modified head, turbo, rods and pistons etc. In the mean time I just bought a 1988 prelude si with 216,000 miles on it for $800.00. The only problem is the guy who I bought it from has no maintenance records. The car starts right up, doesn't leak oil, and seems like it runs great. Is there anyway to tell whether the timing belt has been replaced? Also, the intake is a strange setup. It looks like a weapon r filter has been stuck on the intake manifold and and there is another part under it with air blowing into the filter. There is a tube that comes out of the cylinder head that usually goes into the intake tube but it has nothing to go into. It is disconnected. Anyone have any idea what the deal is with that? Is it going to harm the engine.
