92-93 integra: fuel probs!! motor is flooding-too much fuel=car wont start!! help

SITUATION 93 civic cx with obd1 93 b18a motor, dizzy, ecu & 96 gsr trans

question1 i have a b&m regulator on the rail, sits on the right by the fuel return line. then on the left where the fuel line comes in there is this other regulator looking thing that has a phillips head screw on the top-what is that and what does it do?

the car throws no codes since swap(1 but i fixed it - ect in wrong plug). dizzy and coil and ignitor are good, so are wires. i cleaned the plugs on my bench since they flooded. then i individually checked spark to each plug and wire one by one-good spark. did compression tests and 150's across the board. so what the hell can the problem be? my buddy is a mechanic who helped with this and all my swaps, and we have been scratching our heads for like 2-3 nights. we were thinking of getting another rail like from a civic without that other regulator thing on the left and trying that? what do you think?

any help is appreciated-also, ask me questions if i was unclear in my explanation, i really gotta solve this. thanks guys

Go to junkyard get a stock regulator since you had to cut yours up to do the b&m
upgrade. B&M also makes a fuel pressure guage which you mount on the fuel filter. Switch the b&m regulator back to stock and see if you still run rich.
The guage will let you see what the psi is if it is normal then its probably a sensor
problem or an injector problem.

well i have another set of injectors, should i try those too? thanks

ps, i have the gauge, when i am cranking it is at about 45 psi

UPDATE
changed the fuel rail, reguator and injectors not once but twice last night. my buddy has massive amounts of ls swap parts and extras so he brought by some stuff. still same ****, turns but no start. going to try a different ecu later today. i still have fuel , good spark and compression, but no start?? any other ideas are appreciated at this time. thanks

that's the pulse dampener you're referring to. it's not a 'regulator' so to speak, so there's nothing to troubleshoot there...

i just tried two other ecu's and same ****, turns but no start!! WTF!!! any other ideas? i am gonna put it on the rack later today and check to make sure all the plugs are in the right spots on the rear of the motor, as well as vacuums. thanks guys for all your help so far

Im not too familular with civics but if you have an MFR (Main Fuel Relay) try replacing that... On the 90-93 tegs there behind the blinker side of the dash, almost directly behind the little change tray... Might give an idea where yours is...

firing order-2 wires were reversed. it's easy to overlook that **** i guess..

no, it means that we had 2 of the wires switched on the distributor. it was firing in the wrong order. it's really easy to overlook the simple stuff.
