Default Do I have a bad Pr3 ECU?

I Did a B16a swap into a 91Ls used the Ls harness on the B16a. wired up VTEC, plugged in Pr3 ECU and I get no fuel. I think I may have been sent a bad ECU. I plug the pr4 ecu back in and the b16a fires right up. I know this seems like a no brainer but I want to make sure. I'm pretty sure its bad, I just want to make sure I didn't over look anything. The wires I ran in are knock, 2nd o2, VTEC oil press, VTEC solenoid. Did I miss anything?

Thanks
Josh

Well the CEL lights up on the dash as normal, when you turn the key on. But the ECU itself does nothing, since its OBD0 the LED inside the ECU is supposed to light up and give codes. But This ECU does nothing inside!

Does the led flash once when the ignition is turned on? if not, it's faulty.

No it didn't do anything! So that one falsh is normal? I switched it out with another PR3 and she fired right up. But I was checking to see if it was throwing any codes and I got the one flash so I though I may of had a o2 problem! Thanks again

Josh

P.S. is that your XSI on that website?

I know they'll make power once tuned properly, but everyone seemed to rave about their 'drop in' power which I didn't experience at all.
I'm just waiting until I het my new head and intake manifold on before I spend on proper tuning.
