Mine does the same thing!
But!!! If not for this problem the theives that tried to take my stereo could have gotten all the equipment further back in the trunk. See unless they pop the lock for the trunk they can only get in via the rear seats. I also have a rear strut tower bar so they could not wedge my sub above or below the bar to get it out! I am keeping my hatch this way for theft reasons.

my actuator on my 01 has been getting stuck since it was brand new. You just have to slide it manually into the locked position before closing it.
i had the same problem.
i own a '98 integra and the hatch started to not open whenever i would release it. the lever would slide, but it would not open. the only way to open it was to drive around for a while, and hope luck would help you out. also, because i anticipated this, i removed the rear panels to expose the hatch release mechanism so i could slip a screw driver in there and release it manually if i ever needed to. but this was a pain in the rear because u had to crawl into the trunk through the rear. it wouldn't even make that noise to indicate it was releaseing. so i was thinking about changing the motor that releases the hatch. haven't done it yet, but ordered the part from my local acura dealer and am waiting for its arrival.
i'll keep u guys informed if that helps... i dunno though, i'm pretty clueless , too.
