yeah its a straight drop in. As far as the ecu goes, a p08 is originally what came with the d15b, but a p28 will work.

you will need to add wires from the strut tower harness on the drivers side for the vtec oil pressure and vtec switch.

Then, you can just pop it in there.

on a 95 you will have to add the wires from the ecu to the engine. only 92's came pre wired to the strut tower. i am currently running a p08 on my mini me. it works great. i used the p08 cause i have a 92 cx and i didn't want to have to add the extra wires for a 4 wire o2. one thing that i did notice though is that my p08 when i bought it i also had it chipped with a stock p30 program minus the knock sensor. it threw a code for the o2 heater circuit. i was going to use this ecu on my high compression d16z6 but i decided to install the z6 head onto my b8 while i was building the block for my z6. so i just ended up unsoldering the j1 jumper so that i could run the stock p08 program. the only reason that i am saying all of this is because if you plan to swap a different motor into your car later on that will require the use of a chip with a 4 wire o2 it might not work. i will have to see if there is a way to change all that.

ok, so what is the differance between the p08 and the p28, and which would be easier to use?

just that the p08 uses a one one o2 and that the fuel maps, etc will be right on. the p28 uses a 4 wire o2 and will have differnt fuel maps. not much but still a little different. both will work fine, just depends on if you feel like buying/ adding in a 4 wire o2 sensor. with a p08 ecu you will only have to add 2 wires. 1 wire for vtec solenoid and 1 for the oil pressure sensor. with the p28 you will have to add those plus add wires for the heated o2.
