IAC not working.

I'm almost done with my H22 accord swap. The main problem that I have is that the IAC is not working.
I'm using the F23 harness, and the accord IAC plug has three wires, while the H22 plug has two. Out of the three, I choose the wire that had the best continuity, and the one that had battery voltage. Now, I don't know which is the ground and power on the H22 IAC sensor, so I tried to switch them around. In both cases, I would hear a clicking noise, but once I started the engine I still had problems with the IAC.
What should I do next?

The helms says if you connect A9 and A26 and turn the ignition on it should click.If it does you should swap in a known good ecu and test again. It points to the ecu at this point. Or maybe the IAC is dirty. did you clean out the metal screen filter?

I do hear a click, when the ground and power is supplied to the IAC. However, the engine light is still on which tells me that it's not working. How would I clean the IAC? And where is the metal screen filter located?

You just pull off the IAC and spray the ports of it with brake/carb cleaner. but try also swapping ecus...it could be the ecu
