Default cam gear off by 1/2 tooth

usdm 01 b18c1 in eg hatch
in. gear is 1/2 tooth off to the right while ex cam is on point. I replaced the timing belt and tensioner already. now its a little less then 1/2 a tooth. but motor idles kinda rough. at lower rpms, the motor stumbles but runs fine on higher rpms. the head has the full sk2 valvetrain exclude the valves, sk2 cams stg.2. motor has only 45k miles on it. belt is a genuin honda p72 belt. need HELP.
