Default Bouncy idle

Hey, Got a Type R head with a hondata'd civic ex ecu controlling it. supposedly tuned down in cali (no offense intended Ryan) it's idle bounces between 1500 and 2500 rather violently. I'm assuming it's a bad ISC valve, because when I disconnect the valve, the car idles perfectly smooth. However, it idles perfectly smooth at 1500 rpm. The owner of the vehicle purchased a new Idle screw from honda. It is possible that he ordered one for a GSR, as his car is a GSR, but his head/ mani is Type R,,, is there a difference between the two screws? there are no vac leaks, and putting the screw all the way in lowers the idle to no lower than 1500 rpm. Timing is set to 18 DBTDC, it runs nice and smooth, just a high idle. This condition is with the ISC uplugged from the harness. with it in, it fluctuates so bad, the car is difficult to drive. Is it possible that the ISC could be bad and causing the bouncy idle, and when I disconnect it, it stays parked in a position that is open enough to leave the rpm at 1500? This makes the most sense to me, but I am a toyota guy, so any input from you would be great before I tell Kris to order a new ISC. THanks in advance for your input. And NO EXCUSES I heard SO many hondas and acuras that do exactly what I'm describing, so please share how you fixed it. Am I on the right track? Thanks again
