Stock/factory ignition timing figure??

how is the stock timing set? I had my timing belt replaced, and I also brought my car in for the '97 emissions recall (where they replace the dist cap/rotor/plugs/plug wires), and when I went to get my smogcheck, the guy told me that my timing was set to 10BTDC
was this something that my mechanic did, or the Acura dealer did while replacing the cap/rotor, or is something seriously messed up w/ my car? I thought the ECU controls the timing to a certain extent, but it can be set by jumpering the service connector and rotating the distributor forward/backward?

Ok...i had my car on a 4 gas sniffer today, and played about with teh timing, i had it set to +18deg and screwed it back to +15 (failed Co on emission test) and took the car for a blast, it ran like dog ****, no power below 5000rpm and it bogged like crazy, BUT the CO dropped sufficiently to get me past emissions, so i'll just screw it back to +18 onec i get thru the test. My car is OBD1 with i/h/e and as far as i can see +18 is the optimum setting.
