yo be able to say how much a rebuild would cost the motor needs to come apart and inspected. The pistons will need to be replaced if the cylinders need a rebore and the head could need guides, valves and valve job, anything that wears needs to be inspected and measured .Without that it isn't possible to give a realistic estimate.

i would never buy a ls/vtec from someone... dont know how it was built or if it was on its last leg. if i were you, i would buy the engine, get new bearings and rings, completely tear down the engine and build it back up, so you know whats what and it was done correctally, plus you end up with a zero miles engine.

this is the motor setup. stock ls bottomend with standard jdm itr piston, b16 head with all gsr internal, apr heads studs and bolts, itr oil pump,ect... How reliable is this setup?? should i change any parts around for a more safe and reliable driving(rods)?? really on a budget so dont want to spend hundreds and hundreds on it. this motor will barelly be raced. i want to use the pistons still so what should i do to the block to make it more safe? block guard ect..?

you need to do alot more reasearch on the motor before you even begin to think about buying one. stock LS rods are fine, use arp rod bolts for insurance or get them shot-peened... even better. Anyone building an ls/vtec should do a full rebuild of the motor, all new gaskets, seals, water and oil pumps, balance crank, re hone cylinder walls, new pistons and rings, main and rod bearings... blah blah blah....

did you not read what i wrote? its gonna take a whole lot more than a block guard to make that bottom end stable.... here we go:

ARP rod bolts
new rod bearings
new main bearings
vtec oil pump
vtec water pump
z-10 endyne or gsr block girdle
balanced assembly
rehone cylinder walls, bore if necessary
new pistons and rings
ARP head studs.
