0 degrees helps set timing when doing valve adjustments, cam installations, timing belts, etc and is used to line the cam sprockets up with the bottom end to prevent hitting of pistons and valves.

When setting ignition timing with a timing light the 16 degrees is the factory set timing increment to use. I have mine at 18 which is also considered advancing the timing two degrees. The 14 degree line would be considered retarding the timing and would be used on boosted/nitrous applications in general.

The white mark is for setting the cam timing when you are setting the valves or replacing the belt..The red mark is for when you hook up the disco strobe light and set your ignition timing..two different things

P.S. the engine turns/runs "counter-clockwise" if you know what that means..
