when changing the OIL filter, do we have to do this ?
I saw a thread in "All Motor" Forum saying that when we change the oil, we oil the
thread of the new oil and then we fill the filter half way with oil before we put it
back in. Is it necessary to do this ? coz I only oil the thread but never fill it up

you dont have to fill it, unless you got a monster filter for those big trunk.
couple more things to remember..never tighten the filter back with the wrench.
check and clean the engine where the oil filter is mounted, sometime the seal from the old filter got stuck there, two seal/gasket is NOT better than one..lol
change the ring everytime, i usually get them for free, honda give them out something, next time when you at the part department buying stuff, ask to get couple rings, they often just let you have it, free of charge.
always change the oil filter when ever you change the oil.
dont over fill the oil, overfill is more harmful than underfill.
check the dipstick on levered ground, let the car cool down(actually is let all the oil come down from the valvetrain to the oil pan.) then check the dipstick for the true reading.
Fram filter sucks, but the canadian made oem honda filter is made by Fram
so get the us made oem filter instead. OEM filter 
dont use pennzoil's crap(recently found out how bad they suck), they are just as cheap as it gets.
castrol and valvoline=
syn. blend valvoline(SP) is the shizznit, that's what i use on my honda(both 02 accord and 89 legend), they give me a better mileage over other oil i use.
they are not as expensive as full syn. oil.
somepeople believe syn oil is very easy burn, which is not the case.
the syn. oil love to stick to the metal part, much longer than regular cruce oil, so when the dude check the dipstick and the dipstick's reading is not full, he automatically thinks the oil's burned, but in fact the oil is stick to the metal part like the vavletrain, cylinder wall, etc.(read

do oil check ever 3000miles, especially you doing stop and go traffic, short trips(the oil never get hot enough to burn the acid created by combustion), hauling some trailer, etc
it's a cheap insurance for your car, do the oil change.

drain bolt's ring, it's like a washer but it's actually a gasket.
they are 60 cents from my honda dealer and 99 cent from acura dealer across the street
just got 2 free rings at honda last time i picked up my brake oil
those ring give the drain bolt the leak free seal, some oil change place neither just dont change it or it flip it around to use the other side(which is not the right one to do it)
oh yeah..never over tighten the bolt too, it would stripe the trends(hopefully the bolt's trends or else you'll end up buying a oil pan, oil pan gasket, etc

on the drain plug washer ... just dont over tighten the drain plug and you can use it many many times in my girlfriends 96 civic it still has the original one on it and it doesent leak ... BTW the car has 184K on it ... so you dont need to change it every oil change ....

I fill the filter with oil, i lube the gasket in the filter and i lube the thread as well.
Do what you want to do, when i do it i know the car takes half the time to fill the filter with oil. Remember that most of the time the major wear on the engine is on warm ups.

Filling the Filter with oil is known as "prime,priming" the oil filter should ALWAYS be done on turbo'ed cars, n/a low power cars need not really worry about it i mean you can do it wont hurt nothin however rememberr this will offset the total amount of new oil youll need to add.
