Diff b/w EK-4 and EK-9?

Yep, EK3 is the VTi, EK4 is the SiR, and EK9 is the CTR.
There was also an EK2 which was a base model, I am not familiar with what engine it used.

ek9 has b16b. ek4 has b16a. very big difference. ek9 has the same block height as a b18c5 but has a shorter stroke. ek9 also has bigger brakes (5 lug too) and a better suspension.

In Japan, and I think Australia the VTi is a mid level, where as in Europe, it is thier version of the SiR. Ours have B16A's and the five doors have the B18C4, along with the Aerodeck, which is a wagon.
i saw a civic vti in jamaica when i was there, but i didn't get a chance to look under the hood to see what engine it came with. i also saw a true ferio. nice stuff, though i'm not sure which country those cars are imported from into jamaica.

Did EK4s ever come with the 99-00 front end? All of the EK4s I've seen pictures of on the web have 96-98 front ends with moldings on the bumpers.
Well in other areas of asia. Namely the philippines i've seen a few different models. There's the VTi wich is badged on the EK civic 4dr. Wich is powered by a B16a. There's a rare few Sir models there the b16a EG hatch. But the rest are powered by sohc ZC motors and z6 and y8's. Only place i know where i can buy a 2nd gen b16 head for less than fifty bucks!
