Idle problems for a 90' civic (zc'ed)

Idle problems for a 90' civic (zc'ed)
Here's what I have: a 90' civic dx w/ZC and 89' integra ecu
Here's my problem: When I drive in 'stop and go' traffic and in hot weather, my idle will range anywhere from 800rpm to 2000rpm. And if I start my car after driving in 'stop and go' traffic, the rpm starts out between 1500 to 2000 rpm.
Here's another thing unusual: If I drive on the expressway (without traffic), I have no problem with the idle.
Anyone have any suggestions? Thanks
